Shopping Malls in Israel

Published

01In brief

Shopping malls in Israel are retail centers that had become a fast-growing part of Israeli commerce by the end of the 1990s. A U.S. Department of State commercial guide for fiscal year 1999 counted more than 30 large malls in operation and described consumer malls as "an overnight success story in Israeli retailing." A 2026 consumer ranking examined 82 enclosed malls nationwide, illustrating the sector's broad scale without constituting a complete inventory. No straightforward national count exists because the definition of a "mall" remains disputed, as illustrated by debate over Jerusalem's Mamilla shopping avenue.

02Overview and Definition

Establishing a comprehensive count of shopping malls in Israel is complicated by the absence of a universally agreed definition. As one 2007 report put it plainly: "How many shopping malls are there in Israel? Well it depends on how you define mall."[3]

The definitional question arose concretely in Jerusalem, where developer Alfred Akirov sought to classify the Mamilla commercial avenue as a mall. The Jerusalem City Council objected, arguing that the project was conceived as a bridge between east and west and pointing out that a mall, as a privately owned facility, could be closed at its owner's discretion.[3] A 2026 Globes report calls Mamilla a strip mall while distinguishing it from a classic mall and describing it as primarily tourist-oriented.[4] This tension between developer intent, municipal designation, commercial terminology and public usage illustrates why lists of Israeli malls depend on the criteria applied.

03Origins and Growth

The modern Israeli mall sector had expanded rapidly by the end of the 1990s. A U.S. Department of State commercial guide for fiscal year 1999 reported that more than 30 large malls were already operating, with additional projects planned.[1] The guide did not identify those malls by name, so its figure is a historical benchmark rather than a current inventory.

By 2026, a consumer-oriented ranking conducted by mako and SQ examined 82 enclosed malls across the country.[2] That ranking combined quantitative data—including store counts and anchor brands drawn from mall websites—with the results of a consumer survey, weighting each component equally. It assessed fashion and food offerings, consumer preferences and the ability of a mall to provide a range of shopping and family needs in one location.[2]

04Leading Malls by City

National rankings highlight major malls in Jerusalem, Haifa, the Tel Aviv area, Beersheba and other cities.[2] In Jerusalem, Azrieli's Malha Mall—located in the Malha neighborhood near Givat Massu'a, the Jerusalem–Tel Aviv railway and the Biblical Zoo—has been described as the city's main shopping center and its primary mall-market anchor.[5][4] It encompasses 44,000 square meters of commercial space and approximately 250 stores and businesses.[4] Ramot Mall, on Jerusalem's outskirts, is the city's second-largest with 26,000 square meters, while Hadar Mall in Talpiot offers 20,000 square meters and around 130 stores.[4]

The 2026 mako–SQ ranking placed Azrieli Jerusalem (Malha) first overall, followed by Grand Canyon Haifa and the Kiryon in the Krayot.[2] Azrieli Tel Aviv came fourth, and Ayalon Mall—situated on the Ramat Gan–Bnei Brak border—placed fifth.[2] Positions six through twenty were, in order: Grand Canyon Beersheba, Ofer the Great Mall in Petah Tikva, Ice Mall in Eilat, Dizengoff Center in Tel Aviv, Kenyon Hazahav in Rishon LeZion, G Kfar Saba, Ir Yamim in Netanya, Ofer Rehovot, Azrieli Haifa, Hadar Mall in Jerusalem, Renanim in Ra'anana, Azrieli Modi'in, Seven Stars Mall in Herzliya, Azrieli Rishonim in Rishon LeZion and BIG FASHION Bat Yam.[2]

A separate Globes ranking from 2009 placed Malha first, the Kiryon second, Ramat Aviv Mall third, Azrieli Tel Aviv fourth and Seven Stars Mall fifth. The remainder of that earlier top ten included Ayalon Mall in Ramat Gan, Mul Hayam in Eilat, Hagadol Mall in Petah Tikva, Rehovot Mall, and a tie between Hazahav Mall in Rishon LeZion and Grand Canyon Mall in Haifa. The ranking was based on evaluations by 38 retailers and industry experts considering size, sales per square meter, rent, shopper numbers and management standards.[6]

05Retail Significance

Recent reporting presents large Israeli malls as more than collections of stores. The 2026 mako–SQ project evaluated them from the consumer's perspective as places expected to combine fashion, food, pharmacy and family needs in one location. It reported that Israelis visit malls an average of two and a half times per month and said fashion remained the main shopping driver, followed by restaurants and food businesses.[2]

The same report quoted an economic and marketing consultant describing a shift in tenant mix: fashion and retail had once occupied about 70 percent of mall space but now represented 40–50 percent, with dining, entertainment and leisure becoming central anchors. Because this assessment is industry commentary rather than a national statistical series, it is best read as an interpretation of how major malls are changing.[2]

06Largest-Mall Debate

Sources do not agree on which mall ranks as the largest in Israel, in part because they measure different things. The 2026 mako–SQ ranking describes the Kiryon in the Krayot as the country's largest mall by commercial area, reporting 92,000 square meters.[2] A separate 2026 Globes article describes Kenyon Hazahav in west Rishon LeZion as Israel's largest shopping center, citing more than 110,000 square meters of space and over 400 tenants; that mall was built in 1993.[7] Because the mako figure is specified as commercial area while the Globes figure encompasses space more generally, the two measures are not directly comparable.[2][7]

07Security Incidents at Israeli Malls

Israeli shopping malls have been targeted in several terrorist attacks and foiled plots. In March 1996, a suicide bombing struck the Dizengoff shopping mall in Tel Aviv, killing 13 people and injuring 75.[8] The U.S. Department of Justice also records a September 4, 1997 suicide bombing under the historical title "Ben-Yehuda Shopping Mall in Jerusalem"; that entry does not establish the venue's present-day status.[9]

The Anti-Defamation League records a December 5, 2005 suicide attack at a Netanya shopping mall that killed five people and wounded 50.[8] In March 2009, police discovered unexploded charges weighing dozens of kilograms inside a car parked in the entrance parking lot of Lev Hamifratz mall near Haifa; demolition experts disabled the device.[10] A foiled 2013 plot targeted Mamilla Mall in downtown Jerusalem, where terrorists planned to place an improvised explosive device in a restaurant or shop during the High Holidays, when the mall would be particularly crowded.[11]
